
Frequently asked questions
The FNUCI (Fichier National Unique des Cycles Identifiés) is a digital file in which all cycles are referenced from January 1, 2021.
The information recorded for each bike includes make, model, type, color, whether it's an electric or mechanical bike, and the owner's contact details. This information is mandatory for every bike.
Identifiers (marking codes) are the key to storing data on cycles and their owners.
- Secure data exchanges in compliance with the RGPD.
- Strictly restrict data processing to the purpose for which it was collected: to be able to contact the owner of an identified cycle to return it.
- Track all events in the bike's life cycle (sale, resale, theft, return, destruction).
The FNUCI is managed exclusively by the Association de Promotion et d'Identification des Cycles (APIC), founded by the UNION sport & cycle and the FUB, on behalf of the French government.
⚠️ Prerequisites
- Go to the My 30-day activities tab
- Go to the "My activities" menu to export your activities for the year.
Step 1: The Export button

To export your activities, click on Exporter
at the top right of the screen.
You can export your activities for the whole of the previous year.
Step 2: Enter the dates

A panel opens.
Enter the export start and end dates.
Click on Valider
.
You can then download your export as an Excel table.
⚠️ Prerequisites
- Open the bike's file by adding its FNUCI code in "Search/Register a bike".
ℹ️ Information
It doesn't matter whether you're the one who registered the bike with FNUCI or not, and whether the bike is managed in an account or not, the current owner will have to confirm within 24 hours.
*Inshort, it is impossible to finalize a bike buy-back without the consent of the bike's owner.
Step 1: The Buy button

In the "Buy bike" block, click on Buy to initiate the process.
Step 2: Confirmation of purchase

Confirm by clicking on Envoyer
and an e-mail will be sent to the current owner.
He must confirm or refuse within 24 hours.
Step 3: Follow-up

The purchase request is in progress, awaiting confirmation from the owner.
At the end of the 24 hours, you can renew your request if necessary.

Step 1: Initiate the return

In the block, "Return of the bike"Click on Demander le retour
to initiate the process.
Step 2: Confirm request

Confirm by clicking on Envoyer
and an automatic e-mail will be sent to the current owner.
He must confirm or refuse within 24 hours.
Step 3: Follow-up

A timeline is now visible in the bike file. The return request is in progress. There are 3 possible returns:
3.1 The bike is added to the owner's account
✅ You've registered this bike with FNUCI.
✅ The owner has added it to his account.
The current owner must confirm or refuse the return within 24 hours, by e-mail.
If they do not do so within 24 hours, the request will expire and you will have to renew it. Customer consent is mandatory.
3.2 The bike is not added to an account
✅ You've registered this bike with FNUCI.
❌ The owner has not added it to his account.
The current owner must confirm or refuse the return within 24 hours, by e-mail. If he fails to do so within 24 hours, the request will expire, but you will be able to regain ownership of the bike:
- Go to My 30-day activities
- Click on the bike's FNUCI number. Expired requests are highlighted in red, indicating that you need to take action.
- On the bike page, click on
Reprendre la propriété
. You will then be the owner.
3.3 You are not the original retailer of the returned bike
❌ You haven't registered this bike with FNUCI
The current owner must confirm or refuse the return within 24 hours, by e-mail. If he fails to do so within 24 hours, the request will expire and you will have to renew it.
Customer consent is mandatory.
✅ You can only modify a pre-registered bike.
❌ Bikes already registered in FNUCI can no longer be modified by you, you will need to send a request to support.

Bike pre-registration has been created to save you time if you want to prepare a bike description without adding an owner.
In fact, pre-registrations are not taken into account in the FNUCI and can be modified at any time.
However, once a bike is registered in the FNUCI, it enters the national database and can no longer be modified.
At this stage, only support can intervene to correct the problem.

Step 1: Bicycle code

To search for a bike, you can either :

The information in this first block indicates that the code is available. It can therefore be associated with a bike and transferred to an owner.
2.2 : Bike description
If no description is given, these fields must be completed:
Make, Model, Type, Color and whether it's a V.A.E. or not.
If the brand or type you're looking for can't be found, select "Other brand" from the list of brands or "Other type" from the list of types, then add your own.
Click on Enregistrer
to move on to adding an owner.
Step 3: Check information

Check that this FNUCI code corresponds to the one you want to register.
Check that the cycle description is correct.
This information cannot be modified once validated.
If there is an error, return to the previous screen by clicking on Annuler
If everything is correct, continue by clicking on Confirmer
.
Step 4: Purchaser details

To add an owner you can either :
- Complete manually. To do this, choose whether the owner is a private individual or a company, then fill in the required fields.
- Enter data using a short code generated from the owner's oWallet account, if he or she has one.
Make sure the information is correct.
When complete, press Enregistrer le vélo
.
Step 5: Confirmation

Make sure you have the correct FNUCI code,
and that the new owner's e-mail address contains no errors.
This is the last check before the owner is registered.
Finalize by clicking on Confirmer
.
Step 6: Summary

6.1 : Print summary
You can provide the new owner with a summary of the sale by pressing Imprimer le récapitulatif

6.2 : New bike
Owner registration is now complete. Click on Enregistrer un nouveau vélo
to perform a new operation.
Recording
The FNUCI code corresponds to the Authorized Operator marking code; it is the alphanumeric code on the operator label.

ℹ️ What is pre-registration?
The "pre-registration" function makes it possible to identify the bike before it is sold, by memorizing information about the cycle (make, model, type, color, electric or not) without having the identity of its owner.
In this way, it is not registered in the national file (FNUCI) and you can modify its information at any time. On the other hand, a bike registered with your customer's details (surname, first name, e-mail and telephone number) is registered in the national file, so you can no longer modify the information.
Step 1: Bicycle code

To search for a bike, you can either :
- Enter the FNUCI code in the text box, then press
Valider

Step 3: Pre-register the bike

Click on Presave to save the description.
Step 1: Select "Other

To select a brand or type of bike you can either :
- use the text field and enter the first characters of your search ;
- use the drop-down lists of registered brands and types.
If you can't find your result, select the :
Autre marque
at the top of the list of brands ;
Autre type
at the top of the type list.
Step 2: Add the new name

A new field appears, allowing you to add the name of this new brand or type.
Like all bike registrations, this information cannot be modified once validated.
⚠️ Prerequisites
- Open the bike's file by adding its FNUCI code in "Search/Register a bike".
Resend e-mail

In the "Bike owner" block, you'll find the owner's e-mail address.
Check that the e-mail address is correct and click on Renvoyer e-mail
.
The confirmation e-mail will be sent again to the address indicated.
If the e-mail address is incorrect, it can be changed at the owner's request, until the account is activated. However, this can only be done by an Administrator.
Click on Modifier
Enter the new e-mail address and confirm.
Finally, click on Renvoyer e-mail
.
✅ Yes, there is an option to register up to 50 bikes at the same time in FNUCI.

This option works with Excel, so you need to have access to the software to use it.
If you're interested, you can contact support for more information and, if necessary, to set it up.
✅ You can only modify a pre-registered bike.
❌ Bikes already registered in FNUCI can no longer be modified by you, you will need to send a request to support.

Step 1: Download the source file

To register multiple bikes, you must use the source file.

Step 2: Fill in the file with the bikes' FNUCI information

The file you need to fill in contains the same compulsory information as when registering a single bike. This means identifying the bike and its owner (private individual or company, or Owallet customer account). Brands, types and V.A.E. options are available via drop-down lists. Serial numbers are always optional.
You can register up to 50 bikes at a time. Don't try to add more bikes - they won't be processed. The 50-bike limit ensures the fastest possible service. However, you can also use the file for less than 50 bikes.
Step 3: Import your file

Once your file is ready, import it onto the platform by clicking on Import file .
Step 4: Confirm registration

You will then be asked to confirm your definitive and irreversible registration with FNUCI.
If your file contains errors (missing information, duplicates, etc.), we'll offer you the option of uploading a new file with the bikes containing errors, to save time.
Step 5: Results

As soon as your file has been processed, you will receive a result for each bike:
- Either the import is validated and the bike is registered in the FNUCI ;
- Either there is an error, described in red, and the bike is not yet in the FNUCI. However, you will find it in the error download file.
Return - Redemption

Fleet management
Your platform now offers a fleet management service. This allows you to view all the bicycles registered in the FNUCI in your establishment's name (e.g.: rental bike fleet).
You'll be able to change the FNUCI status, export and download the identification certificate for the bikes in your fleet.
NB: You can be both a dealer and a fleet manager.
*Thisfeature will be available from 12/02/2024.
⚠️ Prerequisites
Be a fleet manager or rental company.
Only administrators can activate this feature. It will then be available to all.
Step 1: Activate option

1.1 Activate the "fleet management" option
Click on the "yes" button then "validate".
If you accept, the "Fleet management" tab will become permanent (if you refuse, your entire team will no longer have access to the fleet).
1.2 Your login.
Your fleet number will be automatically generated upon activation.
The fleet n° allows you to add bikes to your fleet account, via the "import, add bikes" function.
Step 2: Ready to manage your bike fleet

2.1 Your interface is ready to welcome your fleet of bicycles.
Add bike(s) to your fleet using your fleet number, via the "import, add bikes" function.
2.2 Did you previously manage your bicycle fleet via a digital garage?
You need to contact support to make the link between the tools to retrieve your fleet from the dedicated space you've just activated.
Step 1:

1.1 Find all your bikes.
The entire list of your bikes is accessible, regardless of status. The list can be exported in Excel format
1.2 Via the search function.
You can search for a bike using all the criteria in the menu.
Step 2:

2.1 Filters.
The filter allows you to view "all" bikes or only "in service" bikes and only "lost/stolen" bikes.
Team management
⚠️ Prerequisites
- You must be an administrator or site manager to modify your team.
Step 1: The Add button

Click on the Add a user button in the top right-hand corner.
Step 2: User information

Select the user's role and add contact details.
Click on Valider
to send the added user an automatic confirmation e-mail. This is the only way to activate your account (and set your password).
⚠️ Prerequisites
- You must be an administrator or site manager to modify your team.
Step 1: The Modify button

Click on the pencil icon to edit a user.
Step 2: User information

You can modify the user's role, first name and last name.
If the e-mail address is incorrect, delete the account and create a new one.
Plant information
Most information can only be modified by the support team.
If you don't see edit buttons on a block, contact your support team to make changes.

Under cycle identification regulations, all retailers as defined by article L. 121-1 of the French Commercial Code, responsible for selling new (as of January 1, 2021) and used (as of July 1, 2021) cycles, are required to work with one or more approved cycle identification operators.
In concrete terms, this means any structure that trades in bicycles and makes this their usual profession. As a result, a workshop, even one run by an association, which sells bicycles on a regular basis is subject to this obligation.
At the time of sale, the dealer must have affixed the identifier visibly to the frame and registered the owner on the approved cycle identification operator's platform.

Cycle identification is in force (decree no. 2020-1439 of November 23, 2020 and order of December 29, 2020 JORF no. 0316) on all bicycles sold new (since January 1, 2021) or used (since July 1, 2021) by any retailer: bicycle shop, food superstore, specialized superstore, secondhand shop, etc.

The Association de Promotion et d'Identification des Cycles et de la mobilité active (APIC) has been appointed by the French government to manage this file (order of December 28, 2020 JORF n°0315).
✅ Short answer
Law enforcement agencies have access to the FNUCI (fichier national unique des cycles identifiés) via various systems.
More information
- By consulting the FNUCI, you can determine whether a cycle is "stolen/lost" or "in service".
- It also provides visibility of the owner's contact details, so that the cycle can be returned to him when it is found.
- Bicycle owners cannot be penalized for riding an unmarked bike, whether or not purchased after the implementation of the identification law.
- Likewise, in accordance with the French Transport Code, the identifier is not a means of accessing the contact details of an owner of a cycle who may be in breach of the law, with a view to a fine being imposed.
